Uruguay was first in the ranking to promote the rule of law in Latin American organizations and ranked 23rd worldwide.
For the consultant Enrique Zuleta, Uruguay has been building for years “a true silent revolution in social and economic matters.” The revolution has strengthened institutional capacities, giving them credibility in the current waves of corruption and mistrust that are being generated in America and other parts of the world.
In the Presidency report of the Republic of Uruguay, published in November 2019, Zuleta said that Uruguay has worked very consistently in the last years to make institutional quality an objective and has achieved it. (presidencia.gub.uy, 13.11.2019).
According to the WJP, there are four universal principles that constitute the rule of law:
Accountability The government as well, as private actors are accountable under the law.
Just Laws The laws are clear, publicized, and stable; are applied evenly; and protect fundamental rights, including the security of persons and contract, property, and human rights.
Open Government The processes by which the laws are enacted, administered, and enforced are accessible, fair, and efficient.
Accessible & Impartial Dispute Resolution Justice is delivered timely by competent, ethical, and independent neutral representatives who are accessible, have adequate resources, and reflect the communities they serve.

Para el consultor Enrique Zuleta, Uruguay viene desde hace años construyendo «una verdadera revolución silenciosa en materia social y económica”.
